Permit for Outdoor Elevator Installation and Required Documents
According to legislation FEK 4520B/2018, Article 2, paragraph (f), for each of the Small-Scale Construction Works, as defined in Article 29 paragraph 2 of Law 4495/2017 (FEK 167 A’), the following additional supporting documents are required, depending on the case:
For the construction of an elevator and the necessary interventions and works required for its completion and operation, according to paragraph 2 of Article 27 of Law 4067/2012 (FEK 79 A’), in legally existing buildings that do not have an elevator — either because it was not mandatory at the time of construction or because they have an elevator with internal cabin dimensions that do not meet ELOT – EN 81-70 standards — or in buildings where elevator stops must be expanded to serve people with disabilities or people with reduced mobility, even in areas outside city plans, the following must be submitted:
1) Engineer’s Solemn Declaration, stating that the elevator installation and access space designs were drafted in accordance with the general and special urban planning regulations, that they are complete, and that their elements and dimensions comply with the applicable specifications and standards. It must also declare that in the existing building, at the time of its construction, an elevator was either not required by law, or if it was, that any deviations have been legalized or regulated, or that the building has an elevator with cabin dimensions not meeting ELOT – EN 81-70 standards, or that stop extensions are needed to ensure accessibility.
2) Topographical Diagram or a copy of a topographical diagram, as specified in paragraph (e) of paragraph 3 of Article 1, showing to scale the elevator and the necessary access space.
3) Floor Plan and Section Drawing at a scale of 1:100, and an elevation drawing if the elevator is being placed outside the existing building’s outline.
4) Structural Study by a qualified engineer for the addition of a new elevator construction/installation in an existing building, or a Certificate of Structural Adequacy if the intervention is made within the existing structure, according to current Greek or European standards and regulations.
5) Electromechanical Study or Technical Report by a qualified Engineer regarding the safety of the installation when intervening in the existing structure, according to applicable Greek or European standards.
6) Instead of submitting a Consent Declaration, minutes of the General Assembly of the apartment building are required, with a majority vote of 51% of the total votes, according to Article 11 of Law 3209/2003, for elevator construction under deviation from the New Building Code (NOK) in cases where the building is subject to Law 3741/1929 “On Ownership by Floors.”
